spawning and moving help

im trying to make a an actor that spawns another actor when i touch or click and move to were ever i click.
can anyone help?

    thats not wat i ment that that will help me with something else so thanks:)
    what i mean is i have anctor the wen i tap the screen i want the bullet to go to we i taped
