Found the issue. I forgot to push a publishing update that affects admob. Please hit publish on the RC and try again.
In case you're interested, I was removing a config value from the AndroidManifest when you chose to use admob but not Google Play Game services. The value is also required by admob, so I had to update publishing to keep it there.
I had tested the change on QA, but had forgotten to deploy the publishing change to production when I pushed the new binary.

I've already thanked @adent42 via PM but for the benefit of others, banners are now working perfectly on Android.
seriously? this is a pretty major thing for people relying on ads, and very disappointing it was overlooked, especially on a paid platform.
