Best practice for game graphics, Iphone & Ipad

Hello,
Im trying to figure out the best type of graphics to use for an iphone game which i intend to publish it for ipads as well.
Any thoughts that might save double work on graphics when i start on the ipad/retina version?

Make your game at Ipad size and scale down in GS.
double your image resolution for retina. I make everything in 300 dpi -

Create your art for the iPad and then use that for the iPhone. That way it will display fine on both devices.

will that increase the iphone game size when i scale it down from the ipad version?
Resolution has no effect on image quality if you are working to a fixed pixel size, for example a 400 x 400 px image at 300ppi is identical to a 400 x 400 px image at 7ppi (or 5,000ppi or 0.42ppi . . . etc), the only thing you are changing is the metadata that tells GameSalad what size to display the image, 72ppi is the recommendation, making your images 300ppi will just mean they are imported at a smaller size (which is not an issue if you are applying the images to a correctly sized actor).
tl;dr 72ppi is a more useful recommendation for image resolution.
