actors cover each other

My actors cover each other or the actors which I made on paint shop pro have white backgrounds. My character (the one with the white background is the art and a white box on my game background. Is this a problem with layering?

just to clarify my character (the one with the white background) leaves a white box on the background

If you want the white areas of your images to be transparent you'll need to create them in Photoshop (or whatever program you use) as PNG files with transparency.
