If I want to continue developing my game after it has been published, is there a way to release the update instead or must it always remain in the state at which it was published?
you just publish the new version aka the entire game not just what you changed..and it replaces your old version v1.0,v1.1,v1.2 on and on. theres a Tab on Apple that says add new version and other sites have something similar.

This is not unique to GameSalad. Any app on the App Store can be updated by uploading a replacement binary file. When you publish via GameSalad, it generates a new binary file that you then upload to Apple's App Store. That becomes your update.
