The big difference is for legacy games your browser needs a plug-in to play the games where the arcade uses HTML5.

I would ignore the legacy game option.

Yes, if you publish to the Gamesalad Arcade you can then copy the iframe code from there and place it on your own, or any other site. It ends up looking like this:
