Noticed a behaviour I didn't expect

(I'm using the Windows GS UI)
In copying blocks within an actor, what happened just now was that [CTRL]C/[CTRL]V:
- If the block selected is on the last in stack (on the bottom), the action will copy the block down
- If the block selected is midstack, the action will copy the last in stack to top of stack
Weird. Is there a place to note suspected bugs?
