My provisioning profile opens xcode but does nothing else, why?

I've created a provisioning profile in the provisioning portal on the apple developer website. After I downloaded it I clicked it, it opens the xcode organizer but does nothing else. I'm using xcode version 3.2.6 and the latest version of Snow Leopard. Any ideas on whats wrong?

because thats all it does. GameSalad does the rest. I would upgrade to xcode 4.2 though
