You can have it as many Mb's as you want. Some games on the app store are in the gigabyte range. For 3G iPhones, the limit without being on a wi-fi is 20mb. If your game is bigger than that, they can't download it until they are connected to a wi-fi signal.
Oh and when you're testing on your device, in the real game when you're done, does it always take awhile to load to another scene and does it have that loading circle thing?

Depending on how fast the phone is, and how many things you have going on, yes, it will take a second or 2 to change scenes, and it will display that loading wheel.
You can optimize your project by unchecking "pre load art" on your images. I would uncheck it for all images in the actor bin, except actors that contain animations. If you haven't done so already that is.
