So it cost a 100 bucks to publish games, but I have a qustion, does it still cost if you only have the ability to publish free games?

    you will have to pay for the apple developer's program, which is $99/year first to be able to publish any games on the app store.

    Even though you only want to make Free Games, you need to pay de 99 USD to Apple.
