Touch 1 actor to make another actor reposition to another spot

Is it possible to touch 1 actor to make it move an already moving actor to another part of the scene and have the camera follow the moving actor

Thanks. I was trying to figure out how to touch a button to pan the camera right then another button pan the camera left. But I realized the camera follows an actor and not a non moving button
