and what do they do?

don't know if i understand your question right...

So when you are a subscribed Apple Developer (99$ per year) you are allowed to publish games to the app-store.

For each game you publish you are getting promo codes
(don't know how much ... 50 codes i think)

You can give for example one promo code to a friend or someone who should review or test your game... and this person can then download your game for free.

no, promo codes are purely an apple thing. . . but if you don't subscribe to gamesalad you won't have an app to get the promo codes for... unless you're working on a different project.
