The iPad and the iPhone use the same iOS and have the same requirements.
In addition, GameSalad is written in such a way that everything works on all devices.
The maximum image size that your .png graphics can be is 1024x1024 pixels.
The iPad screen size is 1024x768. The iPhone is 480x320. The iPhone4 is 960x640.
The standard iPad camera size is 1024x768 units, the iPhone is 480x320 units. You can adjust both in the Scene Attributes.
The maximum Scene size in GameSalad is 9,999,999 pixels x 9,999,999 pixels. You might be able to make it larger than that, but GameSalad starts stowing strange characters at 10 million pixels!
Although your Scene can theoretically be as large as you want, the issue is filling it!
Each image and Actor you add increase the RAM usage.
