Scrolling Background

Is their a way to have a fluid scrolling background? I've tried everything honestly I've wrap X & Y, contacted the person who was providing the app (not to much help at all) , Youtubed, Googled, Binged & Yahooed. I've honestly done the whole 9 yards. I want the background to look exactly like
