A good program to make actors in GameSalad

Good day,
I was wondering if someone can tell me if there is a good program for making actors in gamesalad.I started using Hexels but then I got bored of it so I need another program.Also I know that I can make actors using photoshop but I am asking if there is another good software to make 2d characters.

Most people use some combination of Illustrator, Inkscape, Photoshop, etc.
