ANIMATION PROGRAMS?

I'm trying to make another game but don't know what specific animation programs are best... I have experience with flash from school but lets be real.... flash is ridiculously expensive. What programs do you guys use?

Its for Windows. And I think you have to email him if you want to use the stuff in a commercial way, but I m not sure.
